Office of Federal Assistance Management (OFAM)


Michael Nelson

 

Michael Nelson is the new deputy associate administrator in OFAM. Nelson spent the last year and a half as the deputy director of the Grants and Acquisition Policy Office at the U.S. Department of Commerce, National Oceanic and Atmospheric Administration. Previously, he spent 16 years as the director of NOAA’s Grants Management Division. Before moving to NOAA, Nelson served for 12 years in the areas of grants management and grants policy at HHS’ former Office of Human Development Services.

Jan Joyce

 

Jan Joyce is the new senior advisor to the associate administrator in OFAM. Joyce spent the past year as a team lead in grants administration at the National Science Foundation, Division of Grants and Agreements. Joyce also served 17 years as the senior grants specialist at the National Endowment for the Arts.

George Steinback

 

George Steinback is the new executive officer in OFAM, and also serves as a supervisory program manager. Since coming to HRSA in 1998, Steinback has served in the areas of administrative support, financial management and project development as a deputy branch chief and as a team lead. Steinback previously served at HHS, ATF, and DOD.

Office of Performance Review (OPR)


Isabel Aiello

 

Isabel Aiello is a new management analyst in OPR's Boston Regional Division. Aiello previously served at the U.S. Coast Guard’s Boston Legal Office for 5 years as a merchant mariner license evaluator and as a paralegal.

Stephen R. Smith

 

Stephen R. Smith is the new associate administrator of the Office of Performance Review. Smith has been senior advisor to HRSA Administrator Elizabeth M. Duke since March 2001.

As senior advisor, Smith assisted the administrator in all aspects of agency management, including policy development, program administration, organizational development, staff development and budgeting. Last October he was awarded the 2008 Presidential Rank Award, one of the most prestigious awards offered to federal senior executives and professionals. His selection cited several achievements, including:

  • shaping features of the plan to place health centers in high-poverty counties;
  • spearheading consolidation of HRSA’s grant management operations;
  • leading HRSA's implementation of the new Departmental accounting system as the agency’s acting chief financial officer in 2006; and
  • leading HRSA’s efforts to expand oral health and mental health services.

Before joining HRSA, Smith spent two decades at HHS’ Administration for Children and Families, including a stint as director of the Office of Financial Services, where he managed grant operations, fiscal policy and budget operations.

Bureau of Health Professions (BHPr)


Maureen Williams

 

Maureen Williams is the new deputy director for student loans and scholarships in the Bureau of Health Professions. Williams served as special assistant to HRSA Deputy Administrator Dennis Williams for the past seven years, arriving at the agency in 2002 after 11 years as a special assistant in the HHS Office of Management and Budget. She began her career in the Legal Office of St. Elizabeth's Hospital in Washington, D.C., where she became director of the Office of Patient Financial and Legal Affairs in 1985.
