Office of Performance Review (OPR)

Angel Rodriguez-Espada is returning to HRSA as the regional dental consultant in OPR’s Dallas Regional Division. He recently served 16 months as the deputy regional health administrator for Region VI (Dallas) in HHS’ Office of Public Health and Science. During his previous years at HRSA, Rodriguez-Espada served as dental director at several health clinics as a member of the National Health Service Corps. He also previously served at the Department of Justice, Bureau of Prisons, as a regional dental consultant and chief dental officer.

Bureau of Health Professions (BHPr)

Lakisha Smith is the new deputy director in BHPr’s Division of Nursing. Smith previously served five and half years as a public health analyst in HRSA’s Office of Rural Health Policy, providing programmatic oversight and technical assistance to grantees. Smith joined HRSA in 2002 as part of the HRSA Scholars Program.

Office of Health Information Technology (OHIT)

Kate Tipping is a public health analyst in OHIT’s Office for the Advancement of Telehealth. She previously worked for three and a half years as a legislative analyst in HRSA’s Office of Legislation. Before joining HRSA, Tipping interned for the Department of Justice at the U.S. Attorneys Office for the Eastern District of Pennsylvania while attending law school. She has a degree in health information management.
